Although there are certainly many incentives for Brazil and Portugal to build there own fibre-optic internet cable, bypassing of the NSA snooping certainly has to be a major benefit. Our favorite quote..."The internet is one of the best things man has ever invented. So we agreed for the need to guarantee the neutrality of the network, a democratic area where we can protect freedom of expression."

Will there ever be privately owned transatlantic and transpacific fiber-optic cables?

At some point we expect the privatization of of these cables too. Although, to be honest, large governments have every reason not to want that to happen. It would be much more difficult for them to track and steal our e-information.
